Condition is rarely the deciding factor. Ownership and paperwork are.
Non-starting engines, transmission failure, salvage or rebuilt titles, flood or fire damage, collision damage, rust, expired registration, failed emissions or safety inspection, missing catalytic converters, and 200,000-plus miles.
Each of these still has a processing path through auction or dismantling.
No legal right to transfer the vehicle, an unreleased lien the owner will not clear, a vehicle reported stolen, or a VIN that cannot be verified. Vehicles inside structures that cannot be accessed by any tow equipment are a logistics problem rather than a rule.
Almost every other obstacle has a documented workaround.
Have the title in the owner's name, signed on the seller line only, and a lien release if a lender was ever recorded. If the title is lost, request a duplicate or ask which alternative your state accepts.
Estate vehicles need executor documentation.
Describe the vehicle honestly on the phone: year, make, model, condition, title status, and location. Coordinators do this all day and will tell you immediately whether it works.
